Dallas County’s voter count and the state’s do not match

As of October 22, 2026, 5:25 AM C0161

We compared Dallas County’s own lists of who has voted with the Texas Secretary of State’s public record for Dallas, person by person and count by count.

This is not an allegation against any voter.

Where the numbers come from

60 people the state counts as Dallas voters that Dallas does not have C0170

For October 19 and 20, Dallas County’s list names 141,118 people who voted early in person. The state’s list for Dallas names 141,078. 141,018 are on both lists. C0163

But 60 people are only on the state’s list, and 100 are only on the county’s. C0163

Who are the 60 on the state’s list only? C0170

InferenceFor 50 of the 60, the state’s own row contradicts itself: the county says Dallas, the precinct says not Dallas. This did not come from Dallas County’s list, which does not have them. C0170

Who are the 100 on the county’s list only? C0170

Caught in review

An earlier draft of this brief said: “None of them is anywhere on the state’s list, in any county, by any way of voting.” Our review caught that as an error.

The real finding is bigger. 59 of the 100 are not missing: the state’s record puts them in other counties. Dallas County’s own list shows all 59 voting early in person in Dallas County. The state’s list has the same 59 people, but files them under other counties (listed above). The other 41 are not on the state’s list at all. C0163

In 59 cases, a vote cast in person in Dallas County is credited by the state’s own record to a different county. C0163

The state’s totals page is 49,379 votes higher than the state’s own list C0161

The county's two counts match exactly. The state's totals page is far above all three others. C0161

What the state’s totals page says about its own numbers C0161
InferenceDallas County’s own count for the two days is 141,118. The state’s page says it shows what counties provide, unchanged, and it shows 190,457. Either Dallas County gave the state a count 49,339 higher than the one it posts, or the state’s page does not show what the county gave it. C0161

No other county is close C0169

The state’s totals page and the state’s voter list should agree in every county. In 208 of the 254 counties they agree exactly. C0162 C0169

Dallas County’s own count77,54863,570C0162

Dallas County’s own first list for October 19, dated on the county’s server the next morning at 9:35 AM, had 76,243 people. Its next list has 77,548 for that day, 1,305 more. The added people voted between 10:43 AM and 6:58 PM, inside the hours the first list already covered (7:01 AM to 8:34 PM). C0164

Mail ballots: the state’s list is missing most of them

Dallas County posts a list of every mail ballot it has received back. Its list for October 21 names 12,890 people. On the state’s side, the voter list shows 4,329 Dallas mail voters, and the totals page shows 10,289 mail votes. Three records of the same thing, three different numbers. C0165

8,593 people the county has a mail ballot back from are not on the state’s list of mail voters. 4,297 are on both. C0165

The state’s list has nothing dated before October 14. Dallas County received 6,699 mail ballots back before then; the state’s list shows 5 of those people. C0166

Each bar is one day’s mail ballots coming back to the county, by the county’s own list. Blue is the part the state’s list shows as mail voters; red is the part it does not. C0166

Not a problem with voter numbers

Every voter number we read has the state’s 10-digit form. A number repeats 1 time on the state’s list and 0 times on the county’s. 14 mail ballots on the county’s list have no state voter number. None of that explains differences in the thousands. C0167

Conclusion

1. The state’s total is far above every other count.

For October 19 and 20, the state’s totals page shows 190,457 in-person votes. Dallas County counts 141,118. The state’s own voter list names 141,078. C0161 C0163

2. The state lists voters the county does not.

60 people. For 50 of them, the state’s own row gives a precinct Dallas does not use. C0163 C0170

3. The county lists voters the state does not.

100 in-person voters are not on the state’s list as Dallas voters: 59 are listed in other counties and 41 are not on it at all. 8,593 mail voters the county has back are not on the state’s mail list. C0163 C0165

4. Then where is the state getting its data?

The state’s page says its figures come from county election officials. Its total is not the county’s total, and its 60 extra voters are not on the county’s list. Neither came from Dallas County. C0161 C0163

If a system cannot tell us who voted, how can we trust that system to give us a count of who voted?
