In two of those downloads the state listed 22 Johnson voters as voting in person on Sunday, October 18. By the state's own calendar, early voting in person did not start until Monday. By 5:19 PM the same 22 had been moved to Monday. Meanwhile the county lists 311 mail voters. The state's roster lists 2, and no voter is on both lists.
