El Paso County: The Vote Records Don't Add Up

We checked the State of Texas's list of who has voted in El Paso County against the county's own lists, name by name, through October 22. They don't match.

The state counts 3,653 El Paso mail votes it can't put a name to. The county got 3,829 mail ballots back before October 14, and the state's list has none of them. The county listed 2,288 mail voters as voting in person, then swapped the list. And 302 people the county lists as voting in person aren't on the state's list at all. Four records of El Paso mail ballots give four different numbers: 5,986, 5,947, 5,582 and 1,929.

This is not an allegation against any voter. If a system cannot tell us WHO voted, how can we trust that system to give us a COUNT of who voted?
