How Texas is not reporting the same vote counts as the counties. We need to fix this.

Some races are won by a slim margin, and especially in primary elections, the low voter turnout makes each vote count at a greater percentage than the general elections. 3% of the vote might be enough to keep someone from reaching 50% and avoid a runoff.
